As per Our World in Data website, on 3rd of August, the day in which this rumour occurred, Sri Lanka in fact was the country which administered the most number of doses per 100 people (2.03): https://ourworldindata.org/grapher/daily-covid-vaccination-doses-per-capita. However, this is not an absolute state and the numbers keep changing.
