Here is why -
Resolution 46/1, adopted by the United Nations Human Rights Council (UNHRC) on March 23, 2021 was a response to a report in January by the UN High Commissioner for Human Rights, Michelle Bachelet, on the failure of successive Sri Lankan governments to provide justice and accountability. It establishes a dedicated new capacity within the Office of the UN High Commissioner for Human Rights “to collect, consolidate, analyse, and preserve information and evidence” of gross violations of human rights or serious violations of international humanitarian law committed in Sri Lanka, and “to advocate for victims and survivors, and to support relevant judicial and other proceedings, including in Member States, with competent jurisdiction.” Read more about the Resolution here: https://www.hrw.org/news/2021/03/25/sri-lanka-landmark-un-resolution-promotes-justice. Out of the 47 members of the UNHRC, 22 members voted for the Resolution, while 11 voted against, and 14 abstained. In light of the votes distribution, counting in the number of countries voted against the Resolution and those who abstained together and saying 25 countries did not support the Resolution is wrong.
