Here is why -
An external fact checker has found out via Google reverse image search that the circulated image had been taken in 2019. An art group in Kabul had begun painting concrete blast walls with tens of thousands of tulips, their national flower, to symbolize the civilians killed in nearly 18 years of fighting.

Sri Lankan context: In the aftermath of the Presidential Election 2019, there was a widespread campaign of wall painting in Sri Lanka, where people adorned the walls in towns with paintings which often symbolized Sinhala nationalistic values. The prominent symbol in the above image, the tulip bud, looks similar to the logo of the Sri Lanka People's Front, the current ruling party in Sri Lanka.
